TRAVIS COUNTY, TEXAS - Notice is hereby given that sealed bids for the Arena Restrooms Upgrade–Expo - Center (IFB No. B1707-008-KR) will be received electronically through www.bidsync.com. Bids will be accepted until 2:00 P. M. CST, August 30, 2017, then publicly opened and read aloud. The Project is a four phases project consisting primarily of an interior upgrade of eight (8) multi-user public restrooms (4-women’s rooms and 4 men’s rooms), located on the lower level of the Travis County exposition center arena. The upgrade will consist of the replacement of existing toilet partitions, plumbing fixtures, restroom accessories and ceiling mounted lighting. Additionally, the work will include the cleaning, patching, sealing and/or painting of all existing (to remain) permanent surfaces (walls, floors, and ceiling). All work shall be completed at the Exposition Center located at 7311 Decker Lane, Austin, TX 78724, in Travis County. Travis County will also accept paper bids received by Bonnie S. Floyd, MBA, CPPO, CPPB, Travis County Purchasing Agent, marked “Sealed Bid, (Arena Restrooms Upgrade-Expo Center, B1707-008-KR), at the Travis County Purchasing Office, 700 Lavaca Street, Ste. 800, Austin, TX 78701. Note: The Time-Date Stamp Clock located at the front counter of the Travis County Purchasing Office will serve as the OFFICIAL CLOCK for the purpose of verifying the date and time of receipt of paper bids. - You may print the Plans and Specifications through www.bidsync.com. Important Notice: Please note that Project Plans and the Project Manual with specifications are NOT included in the Bid Packet due to the size of the documents, but are located in the folder “Additional Project Documents.” These documents can be viewed, printed or downloaded through BidSync by clicking on the folder “Additional Project Documents” then clicking on the file of your choice. The deposit will be refunded if the Plans and Specifications are returned in good condition within 21 calendar days of the bid opening. AT THE TRAVIS COUNTY EXPOSITION CENTER, 7311 DECKER LANE, AUSTIN, TEXAS 78724. - A bid security in the amount of five percent (5%) of the total bid amount will be required. IF A COPY OF THE BID SECURITY IS SUBMITTED ELECTRONICALLY THROUGH WWW.BIDSYNC.COM, AN ORIGINAL AND ONE COPY WILL BE DUE (BY CLOSE OF BUSINESS) ONE BUSINESS DAY AFTER THE BID OPENING DATE. Payments will be made for completed work in progressive payments with the County retaining five percent (5%) of each payment until final acceptance of the Project. Payments will be made by check. A Payment Bond is required in the amount of one hundred percent (100%) of the contract amount, if the contract amount exceeds $25,000. A Performance Bond is required in the amount of one hundred percent (100%) of the contract amount, if the contract amount exceeds $100,000. Bidders should use lump sum pricing as specified. Travis County reserves the right to award on an “all or none” or “line item” basis and may award a contract to more than one Contractor. - Project performance period is 135 calendar days. If the contractor fails to complete the Project in the working days specified, liquidated damages of $200.00 per day of delay will be assessed. - Historically Underutilized Businesses including Contractors, Subcontractors, and Suppliers are encouraged to participate in this project consistent with the goals of the Travis County Commissioners Court. Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations, all Federal, State, and local regulations for construction safety and health standards. - The successful bidder must commence work upon issuance by County of a written Notice to Proceed. The County reserves the right to reject any and all bids and to waive any informality in the bids received. Bids may not be withdrawn for ninety (90) calendar days after the date on which they are opened. By submitting a bid, bidder acknowledges and approves that preliminary bid tabulations, including unit pricing, will be made available for inspection and disclosed upon request pursuant to Sec. 262.026(b) of Texas Local Government Code. - Estimated project range is $290K - $340K.
